wget downloading speed gradually slows down

Today I attempted downloading a file using $ wget -P some_directory URL.
The first few minutes of downloading went smoothly, downloading 500KBPS but later, its speed gradually decreased, reaching 50KBPS, and remained at it for the next 30 minutes.
I couldn’t endure it anymore, so I tried restarting the process.

$ ctrl+c
$ wget -c -P some_directory URL

To my surprise, the downloading speed was 500KBPS again before it began to slow down once more after about 5 minutes.
I repeated the whole process several times and the results were quite the same.
I don’t know how to fix this issue.
Can someone explain this weird “phenomenon”?
By the way, my network speed is 512KBPS.
