Ubuntu: suspend when the network connection is idle

I’m new to Linux and learning everyday.
How ever I sue my PC for streaming, so what I like to accomplish is that it wakes up on Lan. well that was easy. But now I like it to go to sleep when nobody is streaming from the PC. So datatraffic is below 20kB/s or something.

In Windows I had a little program called Shutter (http://www.den4b.com/products/shutter) that worked great. I used to set it up that IF the AVERAGE network traffic is BELOW 20KB/s over a time period of 10 MINUTES to put the PC to sleep.

Unfortunately this program is only available for Windows and I can not find any program that can do this. Can you guys help me? Maybe I could use Wine but I rather not.
