Why does this pam_tally2 syntax prevent all logins to a Debian system?

Why does adding this line to /etc/pam.d/common-auth: auth required pam_tally2.so deny=4 unlock_time=1200 even_deny_root and adding this line to /etc/pam.d/common-account: account required pam_tally2.so prevent all logins to my Debian 10 system?
