Does active oxygen hurt wounded bamboo tissue?

I have a bamboo which is going yellow and I want to cut off the top part which is still green and replant it. A gardener told me I should disinfect the wound (which I will create by cutting the top off) with activated charcoal and then wax it. I don’t have activated charcoal at home, so I’m wondering whether I can use active oxygen as a disinfectant instead.

Can I use active oxygen to disinfect bamboo’s wound or could it hurt its tissue like alcohol would?
