docker_opts and docker daemon restart

I have a docker.env file that looks like this
DOCKER_OPTS="--bip=10.18.0.0/16"

It works as expected and my docker containers have the the IP addresses from the above subnet. When I change it and restart docker daemon, that also works fine.

What does not work is that when I remove the line totally from docker.env, restarting the daemon does not restore to default 172.17.0.0/16 but remembers the last bip value and keeps using that. Rebooting the virtual machine fixes the issue. How do I do it without rebooting?
