EavSetupFactory doesn’t exist?

Trying to add a attribute to categories. Setting up install script following this guide: https://devdocs.magento.com/guides/v2.3/ui_comp_guide/howto/add_category_attribute.html and https://www.mageplaza.com/devdocs/magento-2-category-attributes-programmatically/ Anyways EavSetupFactory can’t be found. I understand “factory” classes are generated or something? I did run di:compile, clean, flush, upgrade and still nothing. I’m new to this, so please provide a clear answer. Thank you.

What Capability is required to let a role RUN code in Edit Theme?

I am outsourcing some work and they are using the Theme Editor to add PHP to my site.
