Can we set up a server open to the world using a Virtual Machine?

I’m running an Arch based GNU/linux system, and because I’m on a lan without access to the Router, there is no way to make a self hosted site available to the web. In fact it would be nice to use it for different services, not only web. I know how to install and configure (the basic) HTTP-Apache server and SMB-Samba server.

I’ve read somewhere that VMs hold a Public IP (somehow).

This are two short questions:

  1. Is this true?
  2. Should I install something like ubuntu server and that’s all?

Any ideas or guidance very welcome.
