Cannot set data in default store view in admin. Magento 2.3.4

I have updated from 2.2.7 to 2.3.4. Now I am facing a problem where I cannot edit any drop down (select) options in the admin default view. All select boxes in default store in Stores->Configuration do not let me edit them. This did work in Magento 2.2.7. NOTE: I can edit text boxes.

geth clique block gas limit
